This page has one table on it that has set dimensions: it is always 650 pixels across. Folks with 800x600 pixel resolution monitors see a medium dark, mauve border around the page. Folks viewing in higher resolutions see the same paper width, but will see more of the background surrounding it. There is just one row and one column in the table, creating one cell. The border on the table is set to 1 pixels wide and set to black. The table padding is 32 pixels and the cell spacing is 8, to create a margin around its contents.

You would think you could choose to just use a solid color in the table, instead of a texture. Beware. I have found some Netscape browsers *will* display a cell background graphic but *will not* display a solid color choice. I use both to be safe.
